This is pretty much a non-crit pure lightning variant of the popular storm wave lightning/ice crit build with some more varied defensive layers, and using lighning rod anointment. First build I am making, don't hesitate to give some feedbacks or obviously if you see some possible amelioration/optimization.

get subterfuge mask, its the most eva you'll get on a helm and a good chunk of ES too, also kind of on the way.

let go of echoing thunder its just a bit of damage for a ton of points. for that cost instead we go grab lightning rod directly without needing to anoint (can anoint something else) and get a ton of free lightning pen on the way, because why not

small pathing optimisation, going trough the middle of the tree was more expensive than the highways/outer rings.

If you play electrocute, "electrocution" is a must, good dmg boost and elec buildup for bosses

blinding strike is kindof in the way, gives some dmg and blind which is pretty good considering you sacrifice a ton of eva (invoker+ascendency), lowering enemy accuracy acts in the same way as a "more evasion" multiplier

I'm currently doing a very similar build, but went stormweaver as ascendancy instead.
Stormweaver's double shock is very good, and going for "all damage can shock" lets me convert to cold damage with band of the brotherhood for chill and freeze to scale cold damage instead. Freeze then also takes care of combat frenzy for you. Stormweaver also gives me double chill and makes exposure -40% resist at base for more pen, allowing me to run temp chains as a curse instead of hypothermia.
Your lightning version looks interesting, especially with the easier exposure (cold requires a crit to proc which I don't scale so it takes a while to put it up sometimes) but I would only run it in combination with the electrocute gloves to avoid having to use electrocute support to still get power charges. Maybe when I build my currency up I'll also go lightning and use the lucky lightning + max lightning damage nodes. Nice idea there that I missed completely. Shame they made every good node require isolations, they're so expensive it's crazy.
I tried charged staff, but the attack speed just seemed way too low for it to feel useful. I went falling thunder instead as a finisher for any frozen boss/rare. It doesn't compete with storm wave for any supports so it works really well I think. It does 1207% damage, and you can dump in supports to make it do 4x more, and then infernal cry can buff that by 4x again. Feels real good to see bosses health bars pop instantly after freezing them.
The nodes near echoing thunder are also really good if you can get them. 30% each for chill/ignite. If you have fire damage on your staff/rings/gloves you can proc ignite pretty often actually, and my build always has chill obviously. Nice value there.
The atziri helmet for 30% life as extra ES is pretty incredible. You should check it out. I have ~2k life, but I also have 1800 ES in total now, which grim feast doubles for 3.6k ES while roaming maps. A lot of that ES comes from that helmet's effect, but you do of course give up some res and evasion for it.
Emeralds can roll blind on hit which I think is a really good call for this build (not sure if you run it already, but your guide doesn't mention it). Just 1 or 2 rolls of blind on hit will permanently make everything 15% less accurate which is insanely good with our already high evasion. You can get 3 good stats + blind on hit jewels for 1 ex each on trade; they're dirt cheap and add a ton of defense.

Question! Does energy barrier work with wind dancer? I was under the impression that it wouldn’t? If so it seems a no brainer to just put it there for Eva/ES builds running wind dancer (which I assume most are?)
