PSA - Tempest Bell vanishes on flask use

There seems to be a bug that I'm hitting more in high maps due to needing more flask usage. Using a flask resets the combo count on the bell to zero so you can't use it. It also makes it instantly disappear if out. So if you had to walk through AOE, use skills to build combo, and use the flask to afford the bell? Combo gone. Or can afford it but need to heal or top up mana before unelashing on it? Bell gone.

It killed me quite a bit and was annoying to play around until I found out why from the forum post below. It seems to be something to do with stat affixes on gear not being applied properly. For some reason using a flask makes the game re-check the bell is still valid, and it ignores the gear so disables it temporarily. This might apply to other skills too, not sure.
