Are there any strong builds with a lot of mobility?
I enjoy builds with mobility, but when I research builds for each class they all seem incredibly immobile. Every one of them relies on simply running around and using dodge rolls while spamming spells. I want something that feels fast and mobile. Anyone have any build recommendations?

Deadeye, or/and slap Blink on. Tailwind gives you pretty good zoomies and I grabbed Darkrays and frenzy charges for an extra 40% ms.
Freeze monk feels fast and dashes around only downside is its melee zizaran has a couple videos from his editors build that is doing well.
Demon Form 200 stacks setup, the swoop that replaces your dodge basically becomes the best mobility tool in the game and is also great for bosses.
I mean, the short answer is no. Compared to other games, especially PoE1, there are very few movement options and none are anywhere near as strong as in those games.
So if your perspective on "strong" and "a lot of mobility" is based on those games then the honest answer is no there isn't, and you're going to get used to dodge rolling sometimes.
Dodge rolling actually isn't as necessary as people think because it's the same speed as walking. So it's only beneficial when you need the iframes or the burst of acceleration. A lot of attacks you can just walk out of.
