Can anyone explain how shock chance and Cast on Shock actually work?

I cannot seem to find anyone talking about this, so help would be appreciated. In the pictures shown I have the shock chance nodes that give "increased chance to shock" totaling to 100%, as well as a socketed gem that gives 18%. So I should be at 118%. I also have the Conduction support gem on my Spark ability that gives "100% more chance to shock."

Given this I would expect to be shocking almost constantly but watching my Cast on Shock % in the corner it appears as though it is not happening very often and it's hard to tell with all the lightning on the screen which enemies are shocked. CoS % only increases maybe 10-15% per pack of mobs I kill. The tooltip explanation for shock chance seems ambiguous.

This makes my CoS feel almost useless cause it barely goes off yet I see all these crazy CoS and CoF builds that are proccing multiple times per second. What is it I am missing here? Why doesn't the abilities details panel have an "avg chance to shock" stat or anything?

Cast on gems get energy everytime they shock/freeze/ignite. The amount of energy is based on the rarity of the mob. White mobs basicly give nothing, while its strong against unique bosses

On top, the amount of energy your skill needs is based on the cast time of the socketed skill. The higher the cast time, the more energy it needs

Increased chance to shock is multiplicative from your base chance. 100% increased chance to shock from a base chance of 10% is 20%, not 100%. Also, I doubt your base chance is 18%, because the application chance is based on the damage dealt.

Pretty sure the in game tooltips explain all that.

Cast on Shock feels pretty useless but I also don't have time to watch the counter go up while bossing. Maybe I should change it to another skill to see if I can see it working.

As far as im aware, that gem also relies on the size of the shock for the stacks as well. Having a high shock chance is one thing, but a big damage for the shock is also kind of needed.

Also, 100% increased shock on an 18% shock will be 36% chance to shock, not 118%
