Herald Of Plague spread radius

I have a question regarding spread radius on Herald of Plague, what actually scales with it?
iv been trying different things and i still have no idea how to increase it more.

Amulet with Annointed Roil (Spell Skills Have 30% Increased Area of Effect) is increasing radius from 1.9m to 3.8m even tho Herald of Plague is missing Spell tag. But if i take amulet off with that annoint, and socket Megalomaniac with this passive instead, radius isn't increasing.
same thing goes for Megalomaniac's with:

Reverberation (Spell Skills Have 20% Increased Area of Effect)
Explosive Impact (15% Increased Area of Effect) this one is global so it should work. Tooltip isn't changing

And the last one Doomsayer (Herald Skills have 30% Increased Area of Effect) Also wont work

Any ideas what can actually scale Herald of Plague spread radius?
