Does "You can not be hindered" counted the slowdown mechanic against this boss?

Even the pathfinder node doesn't seem to affect this mechanic. Just get all the move speed and you'll be fine though.

Probably not. Hinder is its own “slow”. Dont think zarokh slow down is hinder I think its a separate thing
