1st question,
Sanguine vial boon says "monsters have 30% health" this effects bosses.
Relics that have text like "monsters take 20% more damage" do they effect bosses as well? The confusion comes from other relics having specific language such as "rare monsters take % more damage" and "bosses take % extra damage"
2nd question choir of the storm has a mod that says "lightning damage ignores resistance" so does that mean I don't need resistance pen nodes on my passive tree while I'm using it?

Not at all related to your question, but DO UNEQUIP CHOIR OF THE STORM from your skill list if you have support gems in it and your inventory cannot hold the amulet and all of the support gems. My choir just straight up disappeared forever because of this.
Iβve done around 15 4 floor trials. I try to avoid all dps decrease afflictions (+hp, -dmg, etc) and from the few times I couldnt avoid the +50% hp on monsters I did feel a difference in time to kill on bosses.
Take it with a grain of salt since I did not do a controlled environment. But since afflictions and boons dont discriminate between monster/rare/boss I just assumed they affect all enemies.

Correct, you do not need ele pen if you are ignoring resists.
"monsters take X% more damage" affects all monsters, bosses included.
"bosses take X% more damage" only affects bosses.
Sometimes in the game there is "unique enemies take x% more damage" or similar -- bosses count as unique enemies, along with some others.
Anything that affects "monsters" affects bosses, rares, uniques, common -- everything that is an enemy. It won't affect non-monster things like a frost wall or bone cage.
"ignores resistance" means that damage is as if resistance is 0%, and you can't change it with penetration or curses or anything.
All bosses count as monsters so yes to both sekhemas questions. If it says βmonstersβ it means all enemies in the trial, including bosses.
