Gain vs Increase
As far as I understand the damage calculation formula, the gain damage is a powerful multiplier if you already have a bunch of increase damage or increase elemental damage.
If we compare (for a wand let's say) a gain 30% vs a 100% increase while you already have existing 500% increase:
Base damage: 100 Existing increase: 500 Existing more: 0 Convert: 0
30% gain: (100 + (100 x 30/100)) x (1 + (500/100)) = 130 x 6 = 780
100% increase: (100 + (100 x 0/100)) x (1 + (600/100)) = 100 x 7 = 700
The formulas are simplified omitting lot of variable to ask the following question:
Why are the gain modifiers not considered that much (except when you have a lot of one specific elemental increase) ?

For spells gain as extra loses a lot of value due to archmage, which many spells run, already giving tons of it. For any non-archmage character it is very good.
Gain as extra is applied before any increases and mores or other gain as extra. Think of it as additional flat damage of the gained as extra type. This means if it isn’t the same type as what you’re already scaling it’ll be pretty minor.
It is considered valuable and it's the reason most spell casters have archmage. Those who don't find this stat vary valuable
