Does "magnitude of non-damaging ailments" affect the Freeze/Electrocute buildup rate?

There is a node on atlas tree (Breaking Point) that gives "increased Magnitude of Non-Damaging Ailments you inflict"
Each respective description states:
- The Magnitudes of a Buff or Debuff are the values of the stats it applies to the target. A Buff or Debuff with higher magnitudes is more powerful. Modifiers to the Magnitude of Buffs or Debuffs come from whoever applies it and are multiplicative with modifiers to the Effect the Buff or Debuff has on the target.
- Ailments that do not deal damage are Chill, Freeze, Shock, and Electrocute.
In case of Chill and Shock it's perfectly clear what this node does, because there are separate stats like "Shock/Chill magnitude". But the respective stat for Freeze/Electrocute effectiveness always mentions "buildup" and never "magnitude".
I honestly wouldn't be surprised if this node has zero fucking effect on Freeze/Electrocute, because whoever designed the whole ailments section mechanics in PoE2 clearly has some mild form of autism.
Can someone clarify?

It does not. Anything with buildup-payoff has nothing to do with magnitude of ailments
