I don't understand Reduced Attribute Requirement Nodes on Passive Tree

The nodes read "Equipment and Skill Gems have 4% reduced Attribute Requirements." but when I pick them up the requirements for skill gems do not change at all. So for example I'm trying to upgrade my Herald of Ash to level 10 and the requirement without the passive node is 83 STR. I select the node and the requirement does not change. It is still 83 STR.
Am I just misunderstanding what these nodes are supposed to do? Are they bugged?

In poe1 it doesn’t change the listed requirements on items, but it works anyway. So you’d probably be fine with 80 STR.
