Cheap Way to get Shocked Ground and Power Charges on ANY build (Without needing Charges, Uniques or even Passives)
Since GGG took away the Ball Lightning + Lightning Warp combo this patch, people seem to have reverted to Stormcaller Arrow for applying Shock. But that Shock is based on the damage of the bow, and benefits from passive investment too if you can afford it. It's also not Shocked Ground, for skills that care about that.
But here's an alternative that costs nothing, even using less skill slots than Ball Lightning + Lightning Warp:-
Equip a staff in your alternate weapon. It doesn't matter what the stats are. Then just equip Gathering Storm - and use that. Get the timing right, and it leaves Shocked Ground. With the right supports, it'll cover the whole screen in Shocked Ground and last nearly 20 seconds! This is without ANY investment into area or skill effect duration on the tree. You can give it as many support slots as you can afford, more the better.
What supports? Suffuse, Reach, Magnified Effect, Despoiler, Persistence.
Add in Siphoning Strike - Profusion for Power Charges if you like. Best part is that since it's Shocked Ground, you can keep using Siphoning Strike (which consumes Shock on enemies, but the Ground just re-applies it) to keep gaining more charges for as long as the Shocked Ground lasts.
Gathering Storm tends to get overlooked cos people don't like the perfect timing skills, and I suppose cos they're used to thinking of it as an ultimate / nuke. But it's entirely spammable, and you get used to it.

Was trying out a similar setup with Leap Slam and Holy Descent for a huge and long duration Consecrated Ground.

What build isnt already using magnified effect and persistence on their build?
