Lowest Cost Spectres to up minion count for Muster support?

I found a video from oscrix who used Terracotta Soldiers for this purpose because their spirit cost is just 10 (prior to any discount from nodes).
It's a great idea and 10 spirit for 7% more damage seems like a worthy trade off t consider when build planning. If we happen to have an additional skill slot we can use, is there anything else that has a similar spirit cost?
From looking at Ghazzy's spreadsheet there's apparently a Nameless Lurker with low cost but I have no idea where to even find it
