Avidity + Resonance?

Have been looking at all sources of power charges in preparation for a flicker strike build and a friend told me Avidity (Deadeye) + Resonance was still making frenzy instead of power last league, does anyone know if it has been fixed or is even unintentional in general?

Avidity triggers if you “gain” an Endurance with Resonance, which converts to a Frenzy charge. Effectively, Resonance triggers first.
