Jarngreipr bugged?
Picked up Jarngreipr gloves, which are supposed to let all melee skill requirements be met with Strength. Plan was to go Titan Warrior with Pillar of the Caged God and max out Strength, but I'm still not meeting Intelligence requirements for melee quarterstaff skills.
Am I misunderstanding, missing something, or is the item not working properly?

Did you try forcing the upgrade? It might just be that the tooltip itself is bugged and isn't accounting for item passives. So you might be able to just ignore that, upgrade it and still equip the skill.
100% Bugged, I tried using them to satisfy requirements of Wind Dancer with Strength, doesn't work even though Wind Dancer is a "Melee Skill".
