Lightning Spear: Does Branching Bolts affect it?

Looking at the Passive tree node: Branching Bolts: 60% (+ 20% + 20%) chance for Lightning Skills to Chain an additional time.
Does this affect Lightning Spear? Does it count as a Lightning Skill? Is it limited by the Volt/Fork limits?

It does, and early before I had auto frenzy charge generation it was great. Later on it is a waste of passives. Between double frenzy effects and volt, there is nothing left to hit.
