You could try:

disabling nvidia reflex

Manually Rolling back your nvidia drivers to an older version

If you're running 2 monitors, turning off the other monitor could fix it. A lot of people are saying it's multi monitor related.

delete the shader Cache in /appdata/Roaming/pathofexile2/ Just delete everything inside the d3d12 and cachevulcan folder.

Disabling your XMP profile in the bios

Those are all the solutions i could find with a quick search.

Change to Vulkan from DX12
